I was wrong about this novel and the characters. After rereading the volume and this chapter made me realize this. They finally confessed to one another about how much they love each other and finally putting the past behind them in their own unique powerful ways. The second volume truly shows how much they are deeply in love each other (their playful banter and teasing is their unique love language now) and they are ready to change the world with their unbreakable bond that can withstand anything now. Their next step is to change the status quo between dragons and humans slowly but surely while making their true deep love more public than private.
