Duke Redburn was remarkably tolerant when it came to accepting migrants, generously permitting even slash-and-burn farmers or beggars to settle in the territory, provided they underwent a "simple inspection."

As a result, it wasn’t uncommon for wanted criminals from other territories to infiltrate under disguise. However, most of the residents, having benefitted from the duke’s magnanimity, found it hard to voice any opposition.
