If Arad had wanted to handle the relocation issue of Block 35’s residents quickly and simply, he could have just offered higher compensation and moved them out.
But that’s not what Arad did.

These were people who had climbed into the city with relentless determination. They weren’t going to take the money and move back to the countryside.
Instead, it was clear they’d settle in another outskirts area. The problem was that those other outskirts would also eventually need redevelopment.
Arad didn’t want to ignore this obvious "balloon effect."
