Even though there had been a brief lull, the fires still lingered throughout Florida, and Southern Command began preparing for a second war in very subtle ways that would be hard to detect if you weren't paying attention.
If Black Eagle had been watching the movements of Southern Command's forces in some way, they would have been watching only the movements of the engineers, not the armored, infantry, and mechanized infantry regiments that could be considered proper combat units.
If you weren't paying attention, the only conclusion you could draw was that they were "reorganizing Orlando, the occupied territory," and in reality, it wasn't much different. At first glance, it looked more like they were clearing roads and clearing away dead bodies and broken equipment.
Of course, that was half right and half wrong.
