Pretty much everything korean is going to get DMCA'd. Novelpia is just the most aggressive about doing it.
I've seen translators in the past who were delusional enough to try asking permission then immediately getting hit with a DMCA. Make no mistake, we are pirating their stuff and there's no proper way to get it. I'm pretty sure that even if you learned korean, those sites still restrict you if don't have a korean address.
Japan visual novels had something similar too. They banded together, went out to get legal translation company to hire them in exchange for translating all the VNs. Legit translation company hired all the pirate VN translators, but they basically paid them slave wages to translate massive visual novels. Because there isn't a big enough audience to justify the translation, so they're paid on contract, not hourly.
Just live quietly, and enjoy your pirated novel. It's either this or nothing. If you are looking for Novelpia novels, there are various even shadier websites that are immune to DMCA.
